This Halloween decor illustrates the making of a realistic werewolf head with the use of glass eyes, fake fur, sculpey, a taxidermy form, and hot glue. There are a few places online where Magic Sculpt can be bought. It is tougher than sculpy and easily dries. It can be used as a clay although it mixes like an epoxy. The finished product of the werewolf head is shown below.

A black or grizzly bear foam taxidermy form was used as the basis of the design. A basic form is carved out of rigid insulation foam and using a bear would save time. A hole was drilled for glass eyes to be set into and the nose was varved off. All of the teth should be sculpted first before adding the jaw since the lower jaw is separate from this form with an open mouth. The shape of the face can be changed by carving out where the sculpy will be added. The things should not be too thick as far as the snout/facial muscles go since adding fur will add some bulk to the sculpt.

More clay must be added for the details of the lip accents or tooth grooves. By checking the progress from all sides, the sculpt can be ensured to be symmetrical. Once the inside of the mouth is complete, the jaw can be added as whon in the below image.
The eyes consists of polyurethane sealer, acrylic paint, and glass eyes. As shwon below, the size of the eyes are large enough to be scary and the back was painted with acrylic with polyurethane for sealing. When the finished eyes are inserted into the face, the sculpting continues. To help keep the eye in place while forming the eyelids with the sculpey, the eye can be anchored with a ball of clay behind them. The teeth were made big and pointy unlike the natural carnivore tooth. A hair dryer can be used to bake the sculpey.

To make sure everything in sealed and will stay in place, a coat of plastic resin can be applied once all is baked and cooled off. A 1:1 plastic was used and mixed then brushed all over the form. The wolf will be painted with acrylic paint once everything stayed in place. Since the fur will be used for covering, the body shoul not sweat. As shown below, the flash on the teeth blows the dteils out which shows that the teeth are not that stark white.

To form the ear shape and cover those in fake fur, glued down wire is used as well as in the face and body. An exacto knife is used to cut the fur from the back in pices that would fit the shape of the head. The fur is secured using hot glue and smaller cuts of fur fabric are used to fill any gaps. For a more realistic muzzle just like in the image below, cut the facial fur short with electric hair clippers or scissors.
Comb the fur once it looks good to make it more respectable. A wood panel can be used at its back to make it complete and more official. A story and a silver bullet can be added before it gets ready to be hang.
